Main purpose of job:
To work as part of the Corporate Services Team in Islamabad, working with customers, suppliers and other stakeholders on all aspects of operational procurement activity for all works, services and goods procurement, including delivery, review, monitoring and reporting.
Roles and responsibilities / what will the jobholder be expected to achieve?:
Procurement Delivery (30%): Responsible for managing the contract tender process up to £25,000 of various procurement/contract-related (goods, services and works) projects to support the British High Commission in Islamabad and the wider Pakistan Network. This will include the sourcing of suppliers, input and agreement of specifications, preparation of tender documentation, liaison and coordination with suppliers to clarify requirements, coordination and evaluation of bids, obtaining appropriate approvals, direct negotiations, agreement of contracts and management and closure of contracts.
Compliance (25%): To ensure that all procurement activities are in line with FCDO Commercial policy, are fully compliant with the UK Public Contracts Regulations 2015, meet customer requirements, manage risks and achieve best Value for Money for the BHC, FCDO & HMG; as well as complying with Government of Pakistan commerce and trade rules (in particular those which apply to import duties, taxation and other tariffs). The job holder will also need to work with Contract Managers to manage and track KPI’s and SLA delivery.
Identifying Network-wide Opportunities (15%): To work closely with colleagues in the Pakistan Network and the Regional Procurement Hub to deliver Procurement activity valued above £25,000 to a standardised process, proactively seeking opportunities to buy efficiently through common procurement routes or approaches to market and opportunities to aggregate requirements across the network. Effective use of e-Procurement and Purchase To Pay - P2P (training will be provided) and procurement strategies.
Supplier Relationship Management (15%): To review, report and manage contract and framework use in the Pakistan region. To act as the Supplier Relationship Manager where appropriate for suppliers, including resolution of contractual disputes, taking appropriate action to the protect the BHC/FCDO’s interest.
Stakeholder Management (5%): To build and maintain relationships with colleagues in the Regional Procurement and Finance Hubs, as well as with colleagues across the Pakistan Network.
Staff Management (10%): Given the high level of procurement requirements by the Transport and Garage Teams (vehicles, vehicle parts and fuel), the job holder also has management responsibility for the Transport and Garage Teams, in addition to (currently) 2 support staff.
Learning and development opportunities (and any specific training courses to be completed):
The successful applicant will be required to undertake (& pass) HMG/Cabinet Office “Contract Management Capability Programme” to Foundation level, within the probation period (first 3 months). He/She will need to be accredited to the highest “Expert” level by March 2023.
The role also provides an excellent opportunity to learn about project management skills (if not already acquired), as well as to advance your Commercial expertise. There is scope for gaining experience in a number of areas of the procurement process and there could be the opportunity to obtain relevant professional qualifications (Chartered Institute of Procurement) and skills as a procurement specialist.
Education Qualification:
Graduate calibre and qualified by experience, ideally with relevant post-graduate or professional qualification (e.g. holds or studying towards MCIPS).
Experience:
- Minimum 5 years relevant procurement experience (sourcing Goods, Services and Works)
- Minimum 2 years’ experience in managing others
- Excellent oral and written communication skills
- Excellent working knowledge of MS Office-Word, Excel, Power Point, Intra- Internet, e-mail applications etc.
- Proven track record of working to deadlines and meeting targets and some experience of project management and delivery.
- Flexibility, willingness and ability to adapt to change.
- A persuasive negotiator
- Able to monitor / scan external sources of data and intelligence and to pro- actively share relevant information with others in and across the Pakistan Network where relevant.

Salary Details:
For BHC candidates, the Country Based Staff BHC Terms & Conditions will apply. For other than BHC candidates the basic salary will be PKR 234,123 per month.
